WCG Residential Rate/Therm

Therm usage is determined by the end of the month meter read and then multiplied by an adjusting factor for the amount of energy in each therm.

The total therm usage is then divided into Baseline Usage and Excess Usage

• During the summer months of April through October the Baseline is 60% of total therm usage and 40% of total therm usage is Excess.
• During the winter months of November through March the Baseline is 70% of total therm usage and 30% of total therm usage is Excess.

The Rate per therm is composed of a procurement cost and a distribution cost.

• The procurement cost of gas is determined by the natural gas markets, not WCG, based on national and regional activity. The cost of gas changes monthly and is reviewed and approved by the California Public Utilities Commission.
• The distribution cost of gas covers non-procurement costs such as meters, regulators, piping and other equipment required to provide safe and reliable gas service and operating expenses such as pipeline, meter and plant maintenance. Changes in distribution costs are determined by general rate case, where WCG’s distributions costs are reviewed and approved by the California Public Utilities Commission. General rate cases are submitted every 4 years.
